A sphere of influence is a planning boundary outside of a districts legal boundary that designates the districts probable future boundary and service area. This layer shows 6 water districts in Napa County are as follows: Established in 1965, Napa-Berryessa Resort Improvement District is a special district that provides potable water and sewer services to an estimated district population of 623. Established in 1949, Congress Valley Water District is an independent special district that provides potable water service. Established in 1962, the Circle Oaks County Water District is an independent special district that provides water and sewer services for an estimated district population of 500. Established in 1965, Lake Berryessa Resort Improvement District is a dependent special district that provides water and sewer services for an estimated district population of 343. Established in 1978, Los Carneros Water District is an independent special district that was formed to provide reclaimed water services through contractual agreement with the Napa Sanitation District. The district does not currently offer any services. Established in 1963, Spanish Flat Water District (SFWD) is an independent special district that provides water and sewer services to an estimated district population of 318.
