A sphere of influence is a planning boundary outside of a district's legal boundary that designates the district's probable future boundary and service area.
Established in 2002, County Service Area No. 4 (CSA No. 4) is a dependent special district that provides for the development and maintenance of farm worker housing in the County. Staffing for the district is provided by Napa County.
