A sphere of influence is a planning boundary outside of a district's legal boundary that designates the district's probable future boundary and service area. Established in 2002, County Service Area No. 4 (CSA No. 4) is a dependent special district that provides for the development and maintenance of farm worker housing in the County. Staffing for the district is provided by Napa County.

VESTRA staff cross-referenced LAFCO's hard-copy map for this layer with the tax rate area (TRA) database provided by the County of Napa Assessor. The layer was reviewed by both LAFCO and the agency's staff for completeness before public release.
