QC and accuracy calculations were performed for the 2010 data only. The work done for the 2010 update (in Summer 2011) was determined to be 98.5% accurate.
The "Create Random Points" tool was used in ArcMap to generate 100 random sampling points that fell within the agriculture polygons (classified by the yr_2010 field only). Each sampling point was visually inspected to compare the feature's attribute classification with the feature depicted in the 2010 NAIP imagery. The attributes were tallied using a standard Error Table. The process was completed twice using the same 100-point sampling population by two CDPD interns in separate QC sessions. The first QC round produced a 99% estimated accuracy level. The second round produced 98%. The two scores were averaged together to produce a final estimated accuracy level of 98.5%.
ATTRIBUTE CONSISTENCY: Domain values controlled input for ag types (vineyard, orchard, grazing, fallow, etc) during the redesign and update of the agriculture layer during the Summer of 2011. Because the QA process for previous iterations of the agriculture layer was unknown, a simple Test for Valid Values was performed by bringing the layer into ArcMap, and symbolizing the features by the original "AG_TYPE" field using Categories-->Unique Fields, then adding all values. The resulting list of values was visually inspected for misspellings, alternate spellings, or other inconsistent values/inaccuracies. None were encountered. LOGICAL CONSISITENCY: Small polygons (i.e. < 0.10 ac) were isolated and inspected to determine if they were floating remnants or slivers of deleted features or of polygons that underwent previous geoprocessing tasks. Some remnants were found and either deleted or merged with an adjacent feature.
Digitizing agricultural features from aerial imagery is largely a subjective excercise. The project team incorporated a number of measures/safeguards to insure the highest degree of objectivity and consistency possible, including: 1) Regular check-in meetings to discuss the project, methodology, and review of questionable features. 2) A number of ID rules were agreed upon: a) Properties with no obivous vineyard canopy, but with clear, arrayed lines similar to vinerows were treated as vineyard. b) Properties with no obivous vineyard canopy and no clearly arrayed lines were classified as fallow. c) Properties with no obivous vineyard canopy, with broken arrayed lines and obvious signs of vineyard removal (i.e. burn piles) were classified as fallow.
Their was no horizontal control set for this project. The horizontal accuracy for features in this layer are dependent on 1) the horizontal accuracy of the original orthophotos used for digitization and 2) the level of accuracy and feature conformance employed by the individual doing the digitizing. During regular course of work, some polygons from previous ag layer iterations were visually ID'd as being noticeably different from ground features shown on the imagery and were revised accordingly.
This layer does not contain or use Z values
2010 National Agriculture Imagery Program (NAIP) Imagery. This project used the Natural Color imagery and the Color Infrared (CIR) imagery. NAIP imagery is produced and provided by the USDA's Aerial Photography Field Office (APFO).
PROCESS FOR ORIGINAL AG LAYER: Heads-up-digitized from the Napa County 1993, 2002 & 2005 Orthophotos. Went through at 1:2400 scale and digitized in any visible vineyard and orchard. Used Napa County Ag Commission's fields layer to help delineate vineyards as well as Napa County parcel layer in order to keep vineyards together that are within the same ownership. Used Ag Contract layer for further vineyard but mainly for grazing lands along with information that the Ag Commissioner had on grazing lands.
