POTENTIALLY PRODUCTIVE LANDS CRITERIA 
March 14, 2006

CONSTRAINTS TO POTENTIALLY PRODUCTIVE LANDS (GOOD):

1.  Determine soils types not potentially productive using 2004 SURGO soil data,
   a. areas covered with poorly drained saline soils with a high water table [Reyes Silty Clay Loams (172 & 173) 
   b. highly unstable areas [Fagan Clay Loam (134)]
   c. areas covered with serpentine soils [Maxwell Clay (161) & Henneke Gravelly Loams (153 & 154)]
   d. areas that are completely rock outcrop or covered by riverwash [Rock Outcrop (175) or Riverwash (174)]
(Soils layer, selected MUID's equal to 134, 153, 154, 161, 172, 173, 174 & 175 and clipped those areas out of County-wide soils layer)
2.  Areas covered with water (marshlands, lower Napa River, reservoirs, etc) or containing vernal pools
(Created a 50-ft buffer of water features (Wtr_bodies & Wetlands = Vernal Pool or Freshwater Marsh or Riparian Wetland), erased these areas from soils layer.)
3.  Areas within riparian corridors (55 feet on each side of blue line streams) 
(Buffered Blueline stream layer by 55 feet.  Erased out those areas.)
4. Areas outside developed urban areas that are designated for industrial development and lie within the clear zones of all airports 
(Erased out airport clear zones from Napa Airport Compatibility layer and Angwin Airport Compatibility layer (Zone A))
(Excluded areas that fell within I, GI, IP or I:AC from zoning layer.)
(Erased out areas that fell within City boundary layer.)
5. Areas owned by federal, state or local agencies
(Queried Parcel layer for state, federal and locally owned parcels, erased them from coverage)
6. Areas owned outright by the Napa Co Land Trust, or with an easement that precludes vineyard development
(Erased Protected_OS lands layer from coverage)
7. Areas located on slopes greater than 35%
(Reclassed 2007 slope layer into greater than 35% and less than 35% slope layer.  Erased areas greater than 35%.)
8. Areas covered by Roadways
(Buffered CADCLASS = Driveway, Local, Rural Collector, Trail, Unpaved Driveway, Unpaved Local, & Urban Collector by 40 ft.)
(Buffered CADCLASS = Rural Arterial & Urban Arterial by 68 ft)
(Buffered CADCLASS = Highway by 110 ft)
(Merged Buffered layers together and Erased from coverage)
9. Areas covered by existing vineyard
(Queried out Ag_type = Vineyard and erased from coverage.)

CONSTRAINTS TO POTENTIALLY PRODUCTIVE LANDS (MARGINAL):

1. Areas meeting the criteria above plus:

(Groundwater Deficient Areas layer)
3. Areas covered with soils where a substantial portion of the mapping unit is unsuitable for vineyard due to the presence of serpentine or extensive rock outcrop as identified in the 2004 SURGO soils data
   a. Montara Clay Loam (166 & 167)  -  20% suitable
   b. Rock Outcrop-Kidd Complex  (177)  -  30% suitable
   c. Rock Outcrop-Hambright Complex (176)  -  40% suitable
   d. Guenoc-Rock Outcrop Complex (144) -  60% suitable
   e. Hambright-Rock Outcrop Complex (151 & 152)  -  60% suitable
(Queried MUID's 166, 167, 177, 176, 144, 151 & 152, assigned percentages)
